German coalition backs down from dispute over tobacco tax increase

According to a report, the German governing coalition has agreed to raise the tobacco tax. The Union, which objected to the measure for several weeks, has already withdrawn its resistance. The proposal could thus move forward into the next stage of legislative deliberation, with the cabinet also considering a stricter version of it. Tagesspiegel ↗

The dispute mainly concerned concerns about the possible consequences of higher prices for tobacco products. A group within the Union warned that raising the tax could encourage cigarette smuggling. According to its argument, some consumers could start seeking cheaper products on the illegal market. n-tv ↗

After the Union's retreat, room has opened up to continue negotiations on the final wording of the law. It is not yet clear whether the original proposal will be adopted without changes or whether the government will push through an amended, stricter version. Further consultations are also expected to focus on the specific scale of the tax increase.

The timing of when higher prices might appear in stores also remains undetermined. The decision will depend on the coalition's further proceedings and the approval of the relevant legislative changes. The debate will continue to revolve around the balance between higher tax revenues, prices for consumers, and the risk of growth in illegal cigarette trade.
