Bukele plans to release half of the prisoners detained during the state of emergency

Salvadoran President Nayib Bukele announced a plan to release up to half of the people whom authorities detained during the state of emergency declared as part of the fight against criminal gangs. The measure could affect tens of thousands of prisoners. aktuality.sk ↗

Salvadoran authorities have detained more than 90,000 people since March 2022. German media report that Bukele's government is considering an amnesty for approximately 40,000 alleged gang members who are still in prison. According to other reports, the plan could lead to the release of up to 50 percent of all people imprisoned during the state of emergency. Spiegel.de ↗

Bukele introduced the emergency regime after a wave of violence that authorities attributed to criminal gangs. The measures allowed for large-scale arrests and restricted some procedural rights of detainees. The government defended them as part of a security strategy aimed at organized crime. svet.sme.sk ↗

However, human rights organizations criticized the state of emergency. They claim it led to widespread arbitrary arrests and that people without proven gang ties also ended up in detention. teraz.sk ↗

If the government implements the plan, it would represent a significant change in the Salvadoran authorities' approach to security policy so far. The available information does not yet indicate when the releases might begin or according to what criteria the prisoners will be selected.
