Nighttime Attack, Fuel Collapse, and a Shift in Kremlin Tone: The War Enters a New Phase

On the night of June 1–2, Russia struck Kyiv, Dnipro, Kharkiv, and Zaporizhzhia with missiles and drones. The death toll rose throughout the day as rescuers pulled bodies from the rubble of a collapsed building in Dnipro — to at least 18 dead, and according to evening data from Ukrainska Pravda, as many as 21. Dozens of people were injured — among them an 11-year-old child. At the same time, Kaupo Rosin, head of Estonia's foreign intelligence service, told CNN in an interview that the Kremlin has "stopped talking about victory." And in Crimea, lines are forming at gas stations.

Night of June 1–2: Five Dead in Four Cities

Russia launched a combined night attack with missiles and drones on several Ukrainian cities. According to the Ukrainian Air Force, it was a record-breaking raid — 656 drones and 73 missiles. In Kharkiv, missiles and drones struck several locations; among the injured is an 11-year-old girl. Authorities in Kharkiv region subsequently ordered the evacuation of approximately 7,000 people from seven settlements near the Russian border. Zelensky: Strikes Have Knocked Out Nearly 40 Percent of Oil Processing Capacity

While Russia attacks Ukrainian civilian infrastructure, Ukrainian drone strikes are increasing pressure on Russian refineries and fuel supplies. The result has become fully apparent in Crimea.

Drivers in Crimea are running into a gasoline rationing system — gas stations are requesting coupons. Local resident Oksana Senchenkova told Reuters: "I haven't been able to fill up for two days." Long lines are forming in Sevastopol. Ukrainian drones are deliberately targeting supply routes to Crimea — local pro-Russian politician Oleg Tsarev himself attributed the fuel crisis to attacks on tankers heading to the peninsula. In his Monday evening address, Zelensky released figures on the drone campaign: from January to May 2026, the Ukrainian military struck 15 Russian refineries. "Nearly 40 percent of Russia's primary oil processing capacity is offline," he said. In response, Russia banned aviation fuel exports — the measure is in effect until November. Lukoil's Volgograd refinery had already halted processing earlier after being hit by the Ukrainian military. TA3 ↗

"The Kremlin Has Stopped Talking About Victory": Three Signals of a Strategic Turn

Kaupo Rosin, head of Estonia's foreign intelligence service, gave an interview to CNN from Tallinn. Rosin speaks for one of the Baltic intelligence services long considered a reliable source of analysis on Russia.

"Putin may find himself, within the coming months, in a situation where he is no longer able to negotiate from a position of strength," Rosin said. Moscow is "increasingly running into the consequences of a protracted war," and, according to him, "victory rhetoric" has "disappeared" from the Kremlin. TA3 ↗

A second signal came from Kyrylo Budanov, head of the Office of the President of Ukraine and former head of military intelligence (HUR). In an interview with Reuters, he called reaching a peace agreement by winter a "realistic" outcome. HNonline ↗

A third signal comes from the data. The analytical platform DeepState, which tracks front-line movements based on satellite imagery and verified reports, published its assessment for May 2026: Russian forces captured just 14 square kilometers of Ukrainian territory — the least in three years. "The war is entering a new phase," the analysts wrote. Zelensky, after meeting with Commander-in-Chief Oleksandr Syrskyi, declared that "Ukrainian positions have significantly strengthened." A signal also came from Budapest. Hungarian Prime Minister Péter Magyar declared in Berlin that he is ready to negotiate with Zelensky on the rights of the Hungarian minority in Ukraine early next week. According to Politico, Hungary is willing to drop its long-standing blockade of Ukraine's EU application — the first cluster of accession talks with Ukraine and Moldova is scheduled for June 15 in Luxembourg.
