A Day After the Report on Genocide Denial, Police Summoned 26 People From Srebrenica for Questioning

Police in the Bosnian town of Zvornik summoned 26 current and former associates of the Srebrenica Memorial Center in Potočari for questioning. Klix.ba ↗ This happened a day after the center published its annual report on genocide denial in Srebrenica, and the center's director, Emir Suljagić, called it the "most extensive action" directed against people connected to the institution. The case has drawn sharp criticism from Bosnian politicians and victims' organizations, as well as a call from the Memorial Center for the OSCE, the EU delegation, the OHR, and other international actors to monitor the case.

Summons a day after the report on genocide denial

Zvornik police, acting on the order of the District Public Prosecutor's Office in Bijeljina, sent summonses to more than half of all the people who, at various times, took part in running the Memorial Center. Klix.ba ↗ The reason given by the authorities changed over the course of the day — initially it was described as "gathering information" about the summoned individuals' involvement with the center, based on a prosecutorial decision from last year, and later police spoke of "suspected tax evasion." Detektor ↗

In an official statement, the center described the action as "a serious form of institutional pressure and intimidation" and expressed concern that employees' personal data had leaked outside official channels. Suljagić explicitly linked the action to the previous day, when the center presented its annual report documenting a rise in cases of genocide denial and an organized lobbying campaign by the Republika Srpska leadership that disputes the genocide. Why the timing matters

The Memorial Center says that summoning more than half of everyone who has ever worked for it, all at once, is not a routine act — and Bosnian politicians read it the same way. Denis Zvizdić, Deputy Speaker of the House of Representatives of the Parliamentary Assembly of BiH, "most sharply condemned" the action. Instead of institutions guaranteeing the center's employees protection and undisturbed work, he said, such steps deepen legal uncertainty and distrust, do not help reconciliation or the rule of law, and raise questions about the police's real motivation. N1 BiH ↗

The context is reinforced by political continuity in Republika Srpska. In February 2025, the Court of BiH convicted Milorad Dodik for failing to respect decisions of the international High Representative for BiH; the verdict became final on June 12, 2025, and on August 6 the election commission decided to end his term as President of Republika Srpska retroactively to that date. Following repeat elections, first held in November 2025 and partly rerun in February 2026, the commission confirmed in office his fellow party member Siniša Karan of the SNSD, the party Dodik had long led. Balkan Insight ↗ Duška Jurišić, Deputy Minister for Human Rights and Refugees of BiH, is therefore demanding that the authorities "immediately, clearly, and precisely" disclose the legal basis for the action, the status of the summoned individuals, and the reasons for the questioning — which has so far been lacking. N1 BiH ↗

Meanwhile, associations of genocide victims are demanding an urgent investigation into the entire matter, Faktor.ba ↗ while other politicians, quoted by Klix, speak of "politico-prosecutorial persecution" that proves Srebrenica needs a special legal status protecting both its memory and the people who manage it. Limitations of this account

This report relies almost exclusively on Bosnian media critical of Republika Srpska's policies (Klix, N1, Detektor, Faktor) and on statements from politicians who are programmatically aligned with the Memorial Center — which does not make it untrue, but it does mean the other side is missing. According to the reports available, neither the Zvornik police nor the Bijeljina prosecutor's office have so far provided a detailed written justification for the interrogations beyond a terse reference to last year's prosecutorial decision and the later mention of tax evasion — precisely what critics accuse them of. Until the legal basis is clarified, it cannot be ruled out that this is a legitimate, if clumsily communicated, investigation; but neither can politically motivated pressure be ruled out, of the kind repeatedly described — in reports from the High Representative for BiH (OHR) to the UN Security Council — as being directed against Bosnian institutions.
