Update (evening of June 3): What the article below describes as a step taken "behind closed doors" has since moved into the open. Péter Magyar publicly announced that he had reached a "comprehensive agreement" with Kyiv on expanding the language, education, cultural and political rights of the roughly 100,000-strong Hungarian minority in Transcarpathia, and that Hungary would therefore lift its two-year veto on Ukraine's EU accession. The Council of the EU subsequently sent Kyiv and Chișinău a letter confirming its readiness to open the first negotiating cluster. Magyar remains opposed to accelerated accession, however — and indicated that if Ukraine closes all 33 accession chapters, he wants a binding referendum held on its membership. What Budapest is saying: Magyar opened the door

The Hungarian news portal Index ran a story under the headline that Magyar "signaled a green light behind closed doors" for Kyiv's EU ambitions. According to Politico, which Index draws on, the mood shifted after expert-level talks on June 1, at which Ukraine promised to fulfill most of an eleven-point list of demands originally drawn up by the Orbán government. These concern mainly the language, education and cultural rights of the Hungarian minority in Transcarpathia. Index ↗

Magyar's shift comes bundled with money. During a recent visit to Brussels, his government secured the unblocking of €16.4 billion in frozen EU funds, which the Commission had withheld for years over rule-of-law disputes. Of that, Hungary will irrevocably lose €10 billion from the post-pandemic recovery fund if it fails to meet all the conditions by the end of August. The prime minister also traveled to Berlin to meet Chancellor Merz and to Paris to meet President Macron — a symbolic return of the country to the European mainstream after years of Orbán's disputes with Brussels. The Ukrainian perspective: caution — and what it means for Fico

Ukrainian media are reading the same news more soberly. Both Censor.NET and European Pravda emphasize that Budapest has not yet sent any formal signal and that no decision has been made on opening the first negotiating cluster — the next tangible step toward membership. "We asked them several times today and there's nothing new so far," they quoted a European diplomat as saying. The date of the intergovernmental conference in Luxembourg, where the cluster could be opened, is fluctuating between June 15 and 18 and requires unanimous approval. European Pravda ↗

This is where the Slovak dimension comes in. For years, Viktor Orbán and Robert Fico were among the most vocal prime ministers holding Kyiv back in Brussels. If Magyar's government lifts its veto, Fico would be left conspicuously isolated on this issue. The Slovak prime minister maintains that Slovakia supports Ukraine's accession to the Union, but only under the same conditions as other candidate countries. The limits of both perspectives

The Hungarian headlines rest on Politico's reporting, which is based on four anonymous diplomats — not on any public statement from Budapest. A Hungarian official told Politico explicitly that no decision has been made yet. Index and other Hungarian media can therefore present Magyar's move as a done deal before it actually is one. Censor.NET and the Ukrainian press, meanwhile, write from the standpoint of a country that has heard similar promises from Budapest before, and so they temper the euphoria. The reality lies somewhere in between: the direction is new, but the signature is still missing — and since accession requires a unanimous vote, a single dissenting voice is enough to stop it.
