Horná Lužica bol v rokoch 1410 – 1867 štátny útvar na historickom území Hornej Lužice, od roku 1945 rozdelené medzi Nemecko a Poľsko. Väčšina nemeckej časti je od roku 1990 súčasťou spolkovej krajiny Sasko, malá časť je súčasťou spolkovej krajiny Brandenbursko. Takmer celá poľská časť je súčasťou Dolnosliezského vojvodstvoa, malá čast patrí k Lubuskému vojvodstvu.
