The withdrawal from the convention and protocols was unanimously approved by the Russian State Duma last September. Russia subsequently formally completed the process of leaving the documents, which related to the control of conditions in prison facilities. teraz.sk ↗

The Convention against Torture created a framework for independent monitoring of places where people are detained or deprived of liberty. After Russia's withdrawal, the Council of Europe stated that such oversight of Russian prisons will end.

The State Duma's decision was adopted unanimously. The available information does not reveal details about the course of the vote or further steps by the Russian side following the formal withdrawal.

The departure from the convention and related protocols represents a change in the existing system of independent oversight of Russian prison facilities. In this regard, the Council of Europe pointed to the end of monitoring that concerned conditions in Russian prisons.

Further developments will depend on how this change is reflected in the control of prison facilities in Russia. No further details have yet been provided on whether Moscow plans to replace this oversight with another mechanism.
