Numerus Clausus on the Decline, Berlin Remains the Exception

An increasing number of degree programs at German universities are accessible without a restriction of the Numerus Clausus type. According to current reports from June 23, 2026, only about every fifth degree program now has an access restriction, whereas a few years ago this applied to 40 percent of all programs. However, the trend is not uniform across all federal states. In Berlin, the situation remains significantly stricter, as approximately every second degree program is still tied to a limited number of places. According to available information, applicants there have more open options than in most other parts of Germany. For applicants, what remains decisive is not only the field of study but also the choice of location. While in some regions enrollment and fulfillment of basic conditions are enough, elsewhere the high school diploma average grade or other criteria continue to be decisive.
