The framing differs by outlet. Aktuálně.cz presents the plan as a timetable, Novinky as an evaluation, and Respekt as a warning against decimation. The headlines mention neither savings nor an estimate of the impact on the labour market, so the dispute rests on claims rather than figures. For that reason we do not repeat them here as facts.

Teaching assistants: amendment stalled in government

According to Aktuálně.cz ↗, the amendment on teaching assistants ran into resistance in the government, and Plaga speaks of disappointment. The government interrupted the discussion on Monday and is to return to the amendment one week after the coalition meeting. According to Seznam Zprávy ↗, he does not understand the position of SPD and Motoristé on his amendment.

According to iHNed.cz ↗, Motoristé do not want cosmetic changes but a comprehensive review of inclusion. iHNed also writes that, together with SPD, they blocked the law. These are two different readings of the same situation: one side speaks of disappointment with coalition partners, the other of a broader review.

The dispute here revolves around two things at once: funding and inclusion. Plaga's position is clearer in the headlines because it comes from his own statements. Motoristé's position comes indirectly through iHNed, so the blocking of the amendment should be read as this outlet's claim, not as an official record.

Social services and pensions: 30 billion that, according to Jurečka, will not arrive

According to ČT24 ↗, Minister of Labour and Social Affairs Aleš Juchelka (ANO) said in the Sunday Debate that the state has roughly 30 billion crowns for operating and expanding social services, and that the money for construction in 2028 to 2034 is to come from the National Recovery Plan. Former Labour Minister Marian Jurečka (KDU-ČSL), however, claims that none of it will arrive: according to him, the draft state budget approved by the government does not include money for buildings for social services. The dispute therefore concerns not only the budget but also whether this money will actually reach people.

On pensions, the voice is different. Former Prime Minister Jiří Rusnok, according to Novinky.cz ↗, criticizes the one-off January payment of 2,000 crowns for pensioners, which the government approved beyond the statutory valorization, and says that homes for seniors should be built instead.

Both sides of the dispute concern the same question: where public money for elder care will go. The headlines split it into capacity for social services and direct support for pensioners, so the reader must judge for themselves which of the two tools they consider more effective.

State money: nearly a billion for startups and objections from the audit office

The figures differ only in rounding, from 900 million to almost a billion. The difference lies in the headlines: three outlets name the NKÚ, while Novinky refers to the office only in the text. What is important is that the NKÚ speaks of missing impact monitoring, not of proven misuse. The headlines do not always make this distinction, so they should be read as criticism of spending oversight, not as proof that the money was misused.

Dozimetr affair: testimony that is read differently

Dozimetr is an affair connected with the Prague Public Transport Company (DPP). Senator Hana Kordová Marvanová testified in it, and according to Lidovky.cz ↗ she pointed out contracts; this is her own claim.

Framing diverges most here. ČT24 ↗ writes about non-transparency, pressure and bossing. Aktuálně.cz ↗ puts the quote "They were screaming at me" in its headline, along with words about a mafia and harassment. Both outlets rely on the witness's claims, not on their own findings.

The headlines do not indicate any verdict, so what was said here is so far the testimony of a witness, not a finding of a court.

Under the radar

According to iROZHLAS ↗, Senator Fischer criticizes Prime Minister Babiš for underestimating crisis preparedness, and says that the Czech Republic is on the Russian list of targets. This is the senator's assessment, not a confirmed finding of the authorities, and it should be read as such.

The topic is recurring: the Russian threat was part of the previous edition in connection with a meeting between Babiš and President Pavel. The headline is a statement, not a report on a new finding, so it is worth watching whether someone from the security authorities confirms it.
