US President Donald Trump declared on Wednesday evening, Washington time, that his administration "is reviewing a possible reduction in the number of troops in Germany" and that "a decision will come shortly." The post came after a two-day escalation of a dispute with German Chancellor Friedrich Merz, who said that Iran's leadership is "humiliating" the United States in the war negotiations. According to the US Defense Manpower Data Center, 36,400 American troops are stationed in Germany — the largest permanent American military contingent in Europe. RTE/Reuters ↗

The Iran dispute as trigger

On Monday, Merz told reporters that "an entire nation is being humiliated by the Iranian leadership, especially the so-called Revolutionary Guards," adding that the Iranians are "evidently skilled negotiators." The statement came in response to nearly two months of negotiations to end the US-Iran war, which began on the night of March 3-4. Independent ↗

On Tuesday evening, Trump wrote on Truth Social that the chancellor "thinks it's fine for Iran to have a nuclear weapon. He has no idea what he's talking about." In the exchange cited, Merz did not speak about Iran's nuclear program — he criticized the American negotiating position. In the same post, Trump added: "No wonder Germany is doing so poorly, economically and otherwise." On Wednesday evening he added a second post — the one with the threat of a troop reduction. Why a reduction would also affect the eastern flank

A large part of the American presence in Germany serves as logistics, command, and support infrastructure for the whole of Europe, not merely as front-line combat forces. Ramstein in Rhineland-Palatinate is a key US air hub and a symbol of support for Ukraine through the so-called Ramstein format, which was established in April 2022. Stuttgart hosts the US command for Europe (USEUCOM) and for Africa (AFRICOM). Wiesbaden is the headquarters of US Army Europe and Africa. Landstuhl, near Ramstein, is the key American military hospital for wounded and sick members of US forces operating in Europe, Africa, and the Middle East. Even a partial reduction would therefore not be merely a German matter, but a question of the operational reach of the US in Europe.

Former American diplomat Jeff Rathke, now head of the American-German Institute at Johns Hopkins University, reminded Reuters that American forces in Europe "are not a charitable contribution to ungrateful Europeans — they are an instrument of US global military reach." In the event of a larger reduction, the issue would quickly extend to the pace of NATO rotations on the eastern flank as well. RTE/Reuters ↗

Berlin deepens military ties at the same time

Hours before Trump's post, Politico Europe reported in an exclusive that, starting in October 2026, an American colonel will take up the position of deputy head of the operations department at the Headquarters of the German Army. Lieutenant General Christian Freuding, head of the German Army, called it "an expression of mutual deep trust." According to Politico, the decision was made "several years ago," but it is being rolled out right now, just as the Pentagon is reassessing the deployment of forces in Europe. Politico Europe ↗

At the same time, General Carsten Breuer, Inspector General of the Bundeswehr, presented a new German military strategy in Washington — according to Reuters, the first standalone German strategy of this kind since World War II. US Undersecretary of Defense Elbridge Colby publicly praised it as "a clear path forward," and Berlin has set itself the goal of becoming "the largest conventional force in Europe." RTE/Reuters ↗

Not an isolated outburst

Merz is not the first European leader whom Trump has publicly attacked in recent weeks. The Independent also recalls his attacks on British Prime Minister Keir Starmer, Spanish Prime Minister Pedro Sánchez, and French President Emmanuel Macron. All of these fit into the broader pressure from the White House on allies to align more closely with the American line on Iran and defense spending. Independent ↗

Historical precedent from 2020

In July 2020, during Trump's first term, then-Secretary of Defense Mark Esper announced the withdrawal of 11,900 troops from Germany — from approximately 36,000 to 24,000. Half were to move to Belgium, Poland, and Italy, the other half back to the US with rotations to the Baltics and the Black Sea region. The plan never came into effect: Congress suspended it in the December 2020 National Defense Authorization Act on a bipartisan basis and made it conditional on additional steps, and the Biden administration cancelled it entirely in 2021.
