Spain's government under Prime Minister Pedro Sánchez has split its plan to tackle the housing crisis into two decrees and is trying to secure a majority for them in Congress. Podemos has announced it will support the proposals after negotiations with the Tenants' Union Confederation. The final outcome, however, still depends on the position of the Catalan party Junts. The measures are intended to strengthen tenant protection against eviction and, until 2028, ban investment funds referred to as "vulture funds" from buying property. The proposals also include a provision on automatic lease renewals, which is being pushed by coalition partner Sumar. Le Monde ↗

Junts and the Basque Nationalist Party criticize the proposals for insufficient protection of small property owners, while still leaving open the possibility of supporting them. Their final decision could therefore prove decisive for the approval of the decrees. The government is trying to compel its parliamentary allies to vote for the entire package of measures. Representatives of small landlords and construction entrepreneurs oppose the proposals. They argue that the state is shifting responsibility for the shortage of affordable housing onto them and that regulation is reducing investment certainty. The further fate of the measures will be decided by a vote in Congress. The outcome will depend largely on Junts and on whether the government can reconcile tenants' demands with the objections of small property owners.
