What exactly parliament is investigating
The National Council's oversight committee is examining whether, during communication between Seco and the business group around Alfred Gantner, there was a leak of confidential information about American tariffs. Budliger Artieda publicly pushed back against Gantner's objections to how the negotiations were conducted — according to her, in May there was no outcome on the table that would have been acceptable to Switzerland. No one has officially confirmed a connection between the investigation and her departure. Swiss media list it as one of several possible explanations alongside another: that Parmelin wants to install someone politically close to him at the office before his own possible departure.
The negotiations she led
Budliger Artieda has headed Seco since August 2022 and was previously ambassador in Bangkok. In her role, she became the face of Switzerland's tariff negotiations with the Trump administration, which she conducted at the official level — while Parmelin provided the political oversight. Swiss media referred to the pair as a "dream team."The context was tough. In July 2026, Washington imposed an additional tariff on part of Swiss imports that could reach as much as 12.5 percent, citing an investigation into trade practices related to forced labor. Throughout the year, the Swiss side sought to secure a predictable rate of around fifteen percent. Meanwhile, negotiations on a trade agreement dragged on all year without a clear breakthrough.
A separate chapter is the framework agreement from November 2025, under which Swiss companies announced investments in the United States totaling at least 200 billion dollars over five years. It is precisely this construction — not a reciprocal reduction of tariffs, but an investment commitment — that Washington demanded in exchange for the deal.
