Audit reveals legal violations and procurement errors at IKEM

The Supreme Audit Office found serious shortcomings in the management of Prague's Institute for Clinical and Experimental Medicine (IKEM). Between 2022 and 2024, the institution repeatedly violated laws as well as its own internal regulations in handling assets and public funds. zpravy.aktualne.cz ↗

The audit also concerned public procurement. According to the auditors' findings, IKEM awarded some contracts without a proper tender, while in individual cases it concluded contracts at prices corresponding to suppliers' offer prices. Auditors also recorded cases of suppliers selected without a tender and missing documents. ihned.cz ↗

The shortcomings concerned the handling of public money, assets, and procurement procedures. The audit office speaks of dozens of failures pointing to repeated rule violations. According to the audit, the problems concerned not only statutory obligations but also the institute's own internal regulations. novinky.cz ↗

The Supreme Audit Office also recommended that the Czech Ministry of Health ensure more effective oversight of IKEM's management. The findings could thus lead to strengthened supervision of how the institute handles public funds and how it prepares and awards public contracts. ct24.ceskatelevize.cz ↗
