Former Ukrainian Prosecutor General Has Registered in Vienna. The Address Belongs to a Firm That Provides Registered Offices

Ruslan Kravčenko, whom the Ukrainian parliament dismissed as head of the prosecution service on 15 September, has registered his residence in Vienna, according to Ukrajinská pravda. The outlet has extracts from the Austrian Central Register of Residents in which both he and his wife Oleksandra are entered at the same address in the historic centre of the city. It is not an apartment, however. The address is the seat of CS Corporate Services GmbH, a company that provides registered-office addresses. Where Kravčenko actually stays has not been confirmed. The Case That Cost Him His Post

On 4 September, NABU and the Specialized Anti-Corruption Prosecutor's Office (SAP) announced Operation Carthage. They said they had uncovered a criminal organization led by the head of one of the departments of the Office of the Prosecutor General, which, according to them, had systematically collected bribes from fraudulent call centres and laundered the proceeds. On Monday, 14 September, Kravčenko signed a notice of suspicion against NABU director Semen Kryvonos. On the same day, Zelenskyj suspended him from office by decree No. 905/2026. On 17 September, 42-year-old Anton Kovalskyj became acting Prosecutor General. From Kyiv by Taxi

How he travelled only became clear later. According to Ukrajinská pravda, he crossed the border at the Šehyni–Medyka checkpoint in a premium-class taxi, and on 22 September the Office of the Prosecutor General confirmed that no official vehicles were used for the trip. An Address That Is Not a Residence

In Vienna, Kravčenko is registered according to the register on Jordangasse in the first district, a few minutes' walk from St. Stephen's Cathedral, and his wife gives the same address. Ukrajinská pravda, however, found that it is not an apartment but the office of a company that provides registered-office addresses. Austrian residence registration law does indeed require a person to register where they live, and false registration is an administrative offence.

Several Ukrainian media outlets reported that Kravčenko is consulting law firms in Vienna and wants to apply for political asylum. This is unconfirmed information, which Liga.net also picked up, with the caveat that there is no official confirmation. Liga.net ↗

The Dubai Trail in the Family

A separate finding came from Schemes, the investigative team of the Ukrainian service of Radio Free Europe, together with OCCRP. Leaked data from the Dubai land registry show that Alina Škrobanec, the mother of Kravčenko's ex-wife Olena, bought a townhouse of more than 143 square metres in the gated community of Damac Lagoons on 20 July 2023 for approximately $670,000. Škrobanec denies the purchase. She told journalists that she had not bought anything in the United Arab Emirates, and allowed that someone could have misused her personal data. According to the register, the property was bought in 2025 by Kyiv restaurateur Andrij Kejbaš. OCCRP ↗

Limits of This Picture

The findings about Vienna rest on register extracts that Ukrajinská pravda has at its disposal. A register proves an entry, not physical presence, and in the available reports the Austrian authorities have not commented on the matter. The outlet itself uses cautious wording, and Liga.net explicitly notes when republishing that official confirmation is lacking.

Kravčenko has not been charged in the Carthage case. NABU and SAP speak of the head of a department of his office. According to Ukrainian media, however, searches were also carried out at his premises, and he denies any connection to the call centres. He described his own resignation as a political decision. The link between the investigation and his departure from the country is one of timing, not a proven one.

The Dubai property is registered to a relative from the family of his former wife, who denies the purchase. It says nothing about Kravčenko's assets.
