Russian prisons down 40% — Storm-Z, returnees, women's colonies

FSIN director Arkady Gostev has acknowledged that Russia's prison population fell from 465,000 (2021) to 282,000 (May 2026). Some convicts went through Wagner and then Storm-Z to the front; others work in prison workshops for the army (47 billion roubles in 2025). Russia Behind Bars estimates 200,000 recruited in total, 80% of them lost. Since spring 2025 recruitment has extended to women's colonies.
